I highly doubt Byakugan could do something Rinnegan couldn't. Kaguya had the Byakugan but she also had the Rinne Sharingan. And Byakugan didn't show any such feats before regarding deciphering stuff. It could happen but it doesn't seem plausible though.

they could've made the scroll written in a way that only people who can see the chakra network could read it
