The anime goes filler after "Dream World" the next chapter is "Kakashi's decision". So 362 could be the one to end the fillers. Not that I didn't mind them.

It at least takes 2. No way you make a 25 minute episode out of 18 pages.

It can be 1 but it's not common. They sometimes add filler to episodes to get the message across or if filler clashes with the story in some way (6 tails and Naruto). It's usually 2-3 other than that.
