Reading can help develop ones understanding in literature and it can also advance ones skills in presenting themselves through speech and communication, so of course I would choose reading.
I see no interest in a bunch of numbers and equations. At the end of the day, you are just trying to figure out why this equation equals this equation. Nothing significant about it.
If people can understand the basic math areas like multiplication and division then I see no reason for students to have to go through high school with a certain criteria set for them like "you have to take this amount of math classes because if you don't then you don't graduate." I find that completely irrelevant.
In my opinion, reading is a lot more important than math.
