Mastering Elements and About Forbidden ranks

Two quick questions i believe most of the mods or the sensei's will know how to answer:

1st: When can one say he mastered a given element? Senseis tell me that only when you learnt all the jutsu in the regular training (meaning the jutsulist) and also the adicional approved cannon techniques but there has been some arguing about this. Can some one clear this up?

2nd: Kinjutsu are forbidden techniques right? but do these include the forbiden ranked techniques of a given element? Also, for example, there isn't training for a forbidden fire, so when can one use a forbidden ranked fire jutsu? what are the steps to be able to use it? pass through the kinjutsu training or simply be sannin rank and have mastered that element?

this is my opinion how i was told by my senseis

1) you have it mastered after you finish JUTSU LIST (not additional ones)

2) no kinjutsu isn´t Forbidden rank fire for example, you must be at least sannin to use forbidden ranks and have mastered that element of course, + there are no forbidden cannon jutsus i think

2. you just need to be Sannin and get that jutsu from someone or create your own
also its enough to know the element, no need to have it mastered (not 100% sure about this)

i was told by scarface that you need to master all jutsu's in jutsu list and AACT to say you have mastered a particular element....

well for starters i have never seen anyone train for forbidden techniques..so i am not sure

1) You've mastered an element when you learned all the canon jutsu's of that element we've made. In most cases this will mean all jutsu's up to S-rank as there aren't many forbidden rank elemental jutsu's. This excludes the jutsu's of special bio's. For instance you don't need to know the Raikage's Lightning armour to master the lightning element.
And this means both the Jutsu list as the additional canon thread list. In fact both of them are the jutsu list, the reason as why there is a separate thread is because only admins can edit the jutsu list, so to make things qo quicker that thread was made. You could say it's a temporary waiting station.

2) There is a difference. Everyone can make forbidden rank jutsu's as long as they have the rank for it, which is sannin. In this case forbidden rank refers to the strength of it as "it is stronger than an S-rank". Kinjutsu is something different, it refers to a special type of jutsu's. Not much people know kinjutsu.

yeah Kinjutsu that you need permission from nexus for is only about 6 or 7 jutsu and most of them are canon character specific like oro's oral rebirth and edo tensei or chiyo's jutsu that brought gaara back to life.
