14 (nine tail demon fox attack) - 13 (during kakashi gaiden war) = 1 year

The difference between obito and kakashi is probably by months or even days but they should be about the same age.

Uchiha Obito had 13-14 years when the boulder fell over him.

So yeah, only few months had passed and his hair managed to grow bigger. Many people said obito couldn't have survived after boulder crashed his body and refused to look into possibilities simply because in real life a severe damage as that kills a person almost instantly.

Don't make the same mistake again in comparing real life with naruto manga. In this case, it's kishi's discretion in making hair grow faster than it would in real life.
