He has a liver and knowledge of transplanting so it must mean his a shinobi. The fact that he doesnt care about shins reflects they are his or someone elses creation. The only other person who can create this is orchimaru but during the previous war he had nothing to do with kaguya and fact that this suppose to be a kaguya army, orichimaru cant be behind this. The bald guy could have seeked orchimaru and seeked his help thats about it. There is strong evidence the bald guy is manipulated or motivated to go with kaguya plan. Mini juubi seems to be manipulating them cause juubi treats them like tools. The bald guy joined the juubi on his own accord. cause he talked about vengenance(itachi) and destroying sasuke, reviving atasuki, he talked about evolution how shinobi kind should be eliminated, all of this puts him in perspective as a shinobi who lived but didnt like what was going on and so joined forces with kaguya minions the mini juubi. This most likely happend before the war. Naruto referred to him as atasuki survivor and considering mans knowledge of atasuki he might as be connected to one. Also he refers to itachi death generations later puts him in perspective someone who existed before the previous war

I also want to add if this man was uchiha shisui, it could be fitting cause he knows itachi so has knowledge about atasuki. Brainwashed thats what he would be after itachi death. He probably lost hope in the uchiha and everything. He wanted change and Juubi mainpulated him thinking it will bring that. Bald guy thinks he is evolutionized, for uchiha shisui that would be pair of modified sharingans and its ability to control objects, with all the shin under his control he probably thinks he can destroy the past the shinobi and create new army. His mindset would be pretty much like sasuke before sasuke fought naruto toward the end, if it was him.
