He created it Edo Tensei of course he could use it that's like saying the So6p can't use ninjutsu because he hasn't shown using it although it is mentioned he created, on top of that Bringer of Darkness jutsu will blind Mangetsu.

And he was fried, the only reason Suigetsu survived is because they kept him in water and on top of that they were in watery terrain.

It has been shown that if people of that clan take enough damage that they can die, as shown by the 2nd Mizu and how Suigetsu was unconscious jelly against Bee. Top tier shinobi would defeat him.

Tobirama's effectiveness depends on if water can hurt Mangetsu or if Tobirama can use Mangetsu's own body for water jutsu, continuously ripping him apart.

Mokuton can cause enough continuous damage to Mangetsu to turn him to jelly.

Mangetsu can probably take on Asuma.

Bijuu Dama from Bee and Gyuki turned Suigetsu to unconscious jelly and Naruto's would do the same to Mangetsu.

Nagato beats him for obvious reasons
Madara beats him for obvious reasons
Hashirama beats him for obvious reasons
Naruto beats him for obvious reasons
Sasuke beats him for obvious reasons
ANY kage beats him for obvious reasons
orochimaru beats him for obvious reasons
Akatsuki members beat him for obvious reasons
Sage Kabuto beats him for obvious reasons..

Well by hype he is probably low or mid kage level at best. Just because he is skilled at using all sorts of unique swords and has a good defence doesn't mean he is invincible. Until we see more from him or Suigetsu, he is no where near top 10 but he is probably a kage level ninja because he was the leader of the seven swordsmen. At max he is on the same level as Kisame but I highly doubt so because Kisame had the advantage of being born with bijuu levels of chakra which is unheard of.
