I was thinking this when I read this too. Toneri (NB member not the character) Had translated a spoiler of this very panel and it said the same thing. "Let's see what they're made of" Or something to that extent which sound so much better since Sasuke used a standard Katon attack to tag them.

If he indeed went full power he would have used Chibaku Tensei or Enton, or Perfect Susanoo. XD
