So in 261 when we see all the Tenrou Island groups training, why isn't Makarov training any of them? Makarov is easily the strongest and for him to train at this point would be pointless, but why not train everyone else? At least training a handful would make sense.

While they may have the physical prowess to have surpassed him their lack of experience would result in a loss if they were to fight against him.

Because having a stronger and more experienced person train someone would result in having an explanation for a power up, and we all know Hiro can't stand understandable power-ups.
