What about these characters:
- Deidara: he manipulate his art to fly by creating bird from his clay bomb;
- Konan: Her angelic paper wings lift her anywhere she wants;
- Gaara: He manipulate his sands to fly.
- Sai: He can create more than one Ink birds to carry Kankuro's Squad.
- Sasuke: He can fly via His Hawk Summon and possibly his rinnegan
- Naruto: He manipulate his chakra cloak to form phoenix to fly. And even he can carry many shinobi alliance inside his phoenix.
- Gai: He is kicking air so fast. Possibly Lee can do in the future.
- Minato: He can fly by continuing throwing kunai and using FTG to it.
