Yeh, because someone with low chakra can totally break out of Danzou's Cursemark someone with hashi cells and multiple sharingan. The same Cursemark that he used to enslave all of root you sir are a genius.(sarcasm)
On a serious note Sasuke by no mean has low chakra. It is probably bijuu level or somewhat lower,but people tend to compare him with Naruto which is stupid because Naruto's chakra has been mixing with strongest bijuu since the day he was born. There is no way to compare to anyone except Hashi or other jinchuuriki.
