he was probably doing a mission while hiruzen was temporarily taking over as hokage again
minato was probably just the fourth hokage doing a mission...

I don't think Minato had become Hokage yet at this point. It is odd that he is already on the mountain of Hokage's.

Minato wasn't the 4th yet, and Obito must have aspired to hokage as he imagines his face on the hogake mountain. The real mountain is not there, in the pannel you can clearly see it's only a few houses. HE IS IMAGINING IT. IN HIS HEAD. IT IS NOT REAL. OBITO WAS NOT THE FOURTH HOKAGE.
