Manga/Anime search HELP!

Several years ago I read part of a manga I am trying to find. My searches so far have yielded no results. So I turn to my friends here for help. There are two main characters, one blond short hair with eletrical abilities, a former king of the underground, who as he gets close to his former stomping grounds regains more and more power. His sidekick/friend has black hair, kept in a long (waist length?) Ponytail, he has the ability to move so fast he doesn't even look like he left his original position. Evidently he also has a rival with similar speed. The phrases "they traded 27 blows in the blink of an eye" and something about the electrcal characters ability to heat blood to near boiling just by being near someone come to mind but that's all I remeber. Any help tracking this anime/manga down are greatly appreciated!

Not zatch bell. The caracters are drawn as tall and thin. Maybe late teens, early twentied..
