It depends on your time zone.... Mine is +5:30 and it comes nearly 1pm.

Honestly there isn't an exact time the chapter is usually out. In general it's usually sometime between 12:00AM and 7:00AM on wednesday. If it doesn't come out then it will come out sometime during wednesday or thursday. Normally it will be up by 7AM on wednesday. There's a manga schedule/release date thread for this.

If you plan on staying up and waiting for it, it is usually up on manga panda pretty quickly(it's usually the first place I see it) More than likely someone will make a thread here saying the new chapter is out a minute or two after it comes out. It's possible that it wont come out until tommorow though, personally I don't stay up waiting for chapters anymore, I'm happy if it comes out before I go to bed, but I'm not going to stay up until 5 or 6 am waiting for it.
