Didn't so see the hair of the man inside Zetsu when Suigetsu destroyed a part of Zetsu's head? It looks more like Hashirama than Yamato.

I consider it to be Hashirama's clone which Madara created. Somehow Madara had to consider the Spiralzetsu into his plans, while he couldn't consider Yamato to be a part of it but Hashirama. And why the hell would the Zetsu be able to use the Shinsuusenju with Yamato? Yamato is weak.

The obvious answer is Yamato. The interesting answer would be Izuna. The explanation would have to be really good considering the fact that Izuna is dead, but it would be befitting for the two brothers to watch the false unification of the world together.
