From it's Anime News Network article:
25-year old office worker at a loss of what to do after buying snacks in bulk

Sometimes fandom can push a person too far. Hyogo prefectural police arrested office worker Kazuki Fukumoto (age 25) on Tuesday under the suspicion of unlawful dumping of potato chips in Kobe and Akashi City.

According to police, the suspect wanted to collect stamps to win concert tickets in Calbee's Nana MizukI contest. The suspect allegedly dumped 89 boxes containing 1,000 bags of potato chips each between May 4 and 23. The total weight of the food dumped was approximately 208 kilograms, or nearly 500 pounds.

Fukumoto told police, "I bought in bulk, but I was troubled about what to do with it, so I threw it away."

The contest's application deadline was at the end of May.
For those that don't know, Mizuki is the Japanese Hinata.

I can see this as a weight loss ad: "To lose weight, ditch the potato chips and get Nana Mizuki concert tickets."*

*Disclaimer: We do not endorse the littering of 1/4 ton of potato chips on Japanese streets.

A suspension bridge above the whirpools, the Ōnaruto Bridge, connects Naruto City, Tokushima with Awaji Island, Hyogo (which sounds like Hyuga).

Some other connections/near connections to Naruto: Akashi sounds like Kakashi while Kobe is noted for its beef from Japanese cattle and getting fat is Choji's specialty.

-Naruto City's flag is similar to the Uzushiogakure and Uzumaki clan symbol
-The Naruto world map has faint similarities to this map of the Naruto, Tokushima area (from its Wikipedia entry):
