As for who can jump off a sky island and survive tho? Hmmm.. I think we can list almost all of the Logia DF users that we know of probably.. (except for BlackBeard I think)

Well hold on, does your scenario exclude them from using their DF powers in any way?? Like let's say Robin.. does she have to just jump and go all the way down until she lands? Or can she wait til she gets close to the ground and use those wings that she can make? Or someone like Monet, or Pell? Can they just fly whenever they want?
Can Doflamingo use his strings?

Cause if that's the case, then I can actually see quite a lot of DF users who are skilled with their DF being able to survive the fall..
