My eyes would be the Opala of Dawn
They can only be attained by dreams. An abnormality in the chakra flow of the universe might take someone into dreaming of the Opala and it's secrets. From that dream on the Opala will become dormant until it awakes which may not ever happen.
The awaken of a dormant Opala of Dawn happens when the user is wake dreaming and looks into the sun dawn with a clear sky. The very first sun ray of the day enters through the dreaming eye and shuts it's pupil forever. So the person immediately becomes blind.
Then it may take several years until the eye full morphs into an Opala of Dawn.
Description: the iris expands so much that it almost covers the whole ocular orb, it looks like a golden cap with green, blue and reddish brown reflections (coper) reflections. 9 extra pupils appear on the surface of the ocular orb although they are so small that even if they were to be looking between the eyelids they would be impossible to spot. As for the original pupil it would close completely making the user unable to perceive light, rendering him blind.
The Opala of Dawn has three moves, the third of which deactivates the other two.
The first move is the Morning Sky, the second is the Lights of Dawn and the third the Primordial Dream.
Morning Sky; The Morning Sky channels the powers of of the Opala of Dawn through the users body. The user becomes able to seal chakra or forms brought to the world by chakra into the Pool of Dreams. Each blow caries a cost though. As the air becomes filled with demodulated chakra, which is highly poisonous not only to the foe as to the user and his allies.
Lights of Dawn; The Lights of Dawn is a complement to the Morning Sky and an unique technique by it self. It is a local affect technique, depending on how powerful and experienced the user is it's range varies between 50 m up to ±5 Km. In it's area of affect any active Ninjutso is cancelled and dissolved, chakra becomes impossible to modulate or gather. The chakra it self becomes static making it hard to move if for instance you have a very vast reserve of chakra or a particular strong one. It seals the ability of the user modulate chakra, which all forms of Ninjutso, Contracts and Sealling, including KKG, techniques impossible to preform.
Primordial Dream (原初の夢); The Primordial Dream is the last of techniques. Legend says that from the shards of havoc left by the last time this technique was used the Ten Tails was born. The awaken of the Primordial Dream turns the sky in the horizon into a reflection of the Opala it self. All the nine hidden pupils open in the sky, swallowing the light of the Sun, the moon and the stars. In the sky and everything below it chakra particles awaken minds of their own and begin to merge with matter transforming it in pure wishes (this phenomena is also known as lick).
These wishes begin to rise towards the sky like a reverse rain, like the earth is raining up on heaven. Once they are high enough around 80 to 100 m the wish drops begin to formulate wish pools from which all sorts of unimagined demons, dragons, spirits, gods, small and big animals, boulders and rivers and about anything you wouldn't expect will fall attacking whoever is under the Opala Sky the sheer scale of the attack coould be comparable as to let loose 10 or 15 Juubis at once.
These wish incarnations are subjects to the will of the user although the user itself no longer acts according to his own will becoming an avatar for the free chakra.
The Primordial Dream does not distinguish ally from foe, for which is a very dangerous technique to use if allies are nearby (friedly fire is a sure thing).
It caries a big risk to the user. Although the Primordial Dream converts chakra from others into wish much faster it also affects the it's user in a similar way. In addition to this being a vessel for the will of the free chakra causes an immense stress on the user's body and mind it also burns down an incredible quantity of chakra on the user as well.
Once the users chakra reserves become feeble his body begins to collapse. Hence no longing being able to support the chakra manifestation in it. There for the free unmodulated chakra particles can no longer bound together and disperse abandoning the users body which shuts the Opala closed and cancels the technique.
After using the Primordial Dream the user will be very vulnerable, blind, barely able to breath, unable to stand. It takes maybe a week to recover, making it plausible that the user will die of starvation if doesn't get help afterwards.
Note: the 9 extra pupils are in fact the Nine Original Black Holes that spit the last universe into this one. Each time the Primordial Dream is used it is more violent and shorter as the Nine become larger and stronger. In extremis if the users uses this technique too many times during his life he will must certainly die, swallowed by them. In the limit if the user is particulary strong in chakra reserves (say for example he is a Jinshuriki) this might not stop the Primordial Dream in which case the Opala will keep spreading and the pupils will eventually convert all chakra into wishes and destroy the universe, giving birth to a 3rd one.
I know it's kinda of OP but it's also impossible to abuse off. So I think it's a fair trade.
