Mugen Tsukuyomi is a genjutsu, so technically, only very strong willed people would not be affected by it. Remember the time when Oro invaded Konoha and they used a genjutsu? Though the intensity of Mugen Tsukuyomi is infinite.

Kakashi is strong willed, but Itachi's Tsukuyomi ruined his career :itachi: Kakashi is strong willed and he knew he was in genjutsu , but that didn't matter , he still succumbed to the pressure. The Invasion situation, that was a different type and level of genjutsu, Tsukuyomi is different. ^/_\^ </_\< @/_\@

Byakugan could also try and fend it off, and Karin has potential to do something. Also the snake ability to block your vision.
