Akatsuki original idea came from his design 'a group of people that has no human characteristics'. Zetsu planned by Kishimoto as final villain from the beginning without him we never got the chance to enjoy manga this level. I remember he is the third akatsuki introduced in manga who in charge for Kisame and Itachi. He control Obito and Madara, as i remember Obito respect him if not as superior as a friend, Obito depending on Zetsu to fight infact without Zetsu they will be no Obito.
In Kishimoto interview he mention Shinju as final villain and he make his point, Zetsu literally the Shinju and the will of Shinju. Kaguya herself is will of Shinju and he following whatever Zetsu tell her to do. The person force Madara to absorb Shinju is Zetsu because he IS the will for Shinju in so called 'humanistic form'.
As Akatsuki hidden leader or literally 'The once create shinobi history' from scratch i have no objection if he reappear from somewhere and somehow release from the seal and come to show his real ideals. Otsutuski now still playing with different shinju card so i cannot reject the hypothesis that Zetsu will have his comeback and felt no reason for Kaguya to do so because absorbing all chakura and have Zetsu army is clearly Zetsu/Shinju wisdom.
