Back to topic. You can't compare DBZ to Naruto at all DBZ is full of planet busting attacks and Naruto barely has some county busters. Also DBZ fighters can add as much Ki as they want into an attack.

The Juubi's laser has a larger actual beam attack, enabling it to do more damage to an area. But without a doubt is Piccolo's superior in damage that can be concentrated and done in general. He did destroy an entire moon with a mere Ki blast in the Saiyan Saga, after all. The only downfall of this technique is how small it's range is
