Imo, SSJ2 Kid Gohan was probably at the lower end of SSJ2, similar to how Frieza Saga SSJ Goku was a lower tier of SSJ than the Cell Saga SSJ Goku. On the other hand, Majin Vageta fought on par with SSJ2 Goku. Seeing as Goku had already reached SSJ3 at the time, I'd say Goku had essentially maxed out his SSJ2.

I'd say Majin Vegeta takes this, probably mid-difficulty. I'd also throw in that I believe Vegeta is more talented, experienced, and bloodthirsty than Gohan; Gohan only ever fought when he needed to, and slacked off when there wasn't an enemy to train for. Vegeta lived as a warrior.
