MAITO GAI IS THE STRONGEST BASE SHINOBI Yes or No?

The only other shinobi i can put up there is MS Madara, Itachi, Minato, Hashirama, Tobirama. Everyone else stole cells or eyes or power from someone else to make them strong. Guy can beat any other base Shinobi. Itachi, Minato and Hashirama high difficulty

So than itachi stomps gai to death gai can look at him or get caught in genjutsu.if he's not looking at itachi he opens himself up to Amaterasu or his susano sword.

Gai pushed and destroyed Edo Madara Susano in base(after he hit Madara the mokuton hold on Killer Bee was gone) but he is not the strongest Hagoromo or Kaguya is.

Every strong shinobi always had power ups.
Sage Mode is not base because you draw energy from around you but please explain to me how Eight Gates is not Base when all he is doing is increasing his strenth by unlocking HIS OWN RESTRICTIONS without external help?
