Actually there's a whole lot of other characters that has "stolen" others power as well. (Just look at Kabuto! 90 % of his power has been "stolen" from other characters)

What makes him special is the fact that he's stolen his opponents' jutsu. Oh and the fact that they're both products of a mad scientist.

Yes sure, It was part of his plan for the 8 and 9 tails to still be in their jinchuriki when the moon eye plan starts. It was part of his plan to get reanimated by Tobirama's "immoral" jutsu, and it was definitely part of his plan for Obito to become the juubi's jin.
