Good question, probably between Madara and Tobirama though. Itachi is badass too, but he's not a legend like the other two. It's real close still though even with Itachi in the question.

In terms of coolness/badassery. I would have to go with Madara. I really like Itachi as a character, more than Madara, but he isn't on the coolness level as him. Tobirama has the calm cool and collected feeling to him, but I find that Itachi and Madara are cooler.

He makes defeating the hokage, like it was nothing and doesn't even care that he did it. How ****ing cool is that? Extremely.

I'm not going to even mention swag as a factor, as i find that to be a derogatory term and is not worthy of being compared to these ninja.
