Madaras Susano incomplete?

as we know there are different stages of Susanoo:
bones->flesh->armor (and different types of weapons)

here we see Madaras susano, without armor!

so how strong was/is he, if his susanoo is not even fully developed?!

It's not needed right now. That's my only guess. As seen with itachi he shown his skeleton ribs before bringing out the full thing with the armor.

Susano has proven that its physically hurts the user when using it. The more developed the move it burns through chakra and the more it hurts.

Dude, he definitely has the final form of Susanoo. he simply hasn't brought it out yet. i don't know exactly why he chose to use its current state, but he absolutely can use the final/completed form, i guarantee it.
