He measured Naruto and Sasuke's power and came to the conclusion that RSM gives Naruto the same body strength as him and Sasuke's Rinnegan has the same power as him

In conclusion Sasuke has all Paths and can use them to the same extent as JJ Madara, Naruto's RSM gives him the same body as JJ Madara, confirming RSM is the power of a JuubiJin.
In other words Hagoromo's power was never used against any of the new Otsutsuki, what we saw Naruto and Sasuke use were BSM and EMS but under the influence of Hagoromo's chakra. They will never use 6Path jutsu unless it's against an opponent of JJ Madara's level.
