Yes it is. If Gai has relativistic speed capable of bending space time fabric to a visible extend, if Ethereal transmission technique can make someone travel at the speed of light(which happened on panel). Then why is a laser from the mouth surprising?? All lasers are lightspeed.
Also in the upcoming movie Toneri travelled to moon from earth almost instantly according to some spoilers which is a relativistic feat in itself. U_U

Yeah all they could bring was Haku's feat trying to prove the databook wrong. But the upcoming movie will have a relativistic travel feat shutting the butthurt mouths of those idiots.

I noticed he uses impossible and instant a lot it's just a Kishi thing. He could be referring to average Shinobi when he says these things.

That doesn't disprove it. It may very well be a small translation error which is quite possible in Japanese (like they could have forgotten an "almost" before impossible to evade). Also that may have been intentionally added to state that no one without rikudou level power can dodge it in NV. Remember...Kirin was said to be impossible to dodge by sasuke but later Naruto dealt with Madara's lightning bolts which are natural lightning bolts (formed using yin release which gives form to every nature related thing) casually. Speed of several techniques have been mentioned in the databook. Like frog song is supersonic technique according to databook which makes perfect sense. Suiton bullets have been called supersonic too which makes perfect sense as bullets can be supersonic. Kirin is as fast as lightning which makes perfect sense too. And the translation says that it cuts at the speed of light and not a light-speed technique which may very well be a hyperbole for high-speed which is written with a different kanji in japanese.
Also if Ethereal transmission technique is another technique that can teleport on at the speed of light, why can't a rikudou level character spout laser from his mouth??
