Madara's Rinnegan

How come Madara's Rinnegan seem more rare than Sasuke's? When people see Sasuke's eye they don't seem to have fear. But when they see Madara's they get scared. A good example is Kabuto being intimidated by Tobi who had the eye.

That's cuz Kabuto was fodder in front of Rinnegan, meanwhile by the time Sasuke got his, he was dealing with the god tiers like Juubi Jin Madara, Kaguya and RSM Naruto. Now adult Sasuke during his travels(in NV not other dimensions) is probably dealing with some random fodders who doesn't even know what rinnegan is, i can imagine they fear his sharingan more. Although when someone more relevant appear it is recognized - Momoshiki mentioned it.

All Otsutsuki dojutsu are rare and Madara's Rinnegan is the standard version that Hagoromo possessed. Sasuke's eye is more special due to it being closer to Kaguya's RinneSharingan
