this should be obvious, nagato rinnegan is the same as lord madaras but cause he isnt the orginal user, he cant use the full power of rinnegan like lord madara

Madara's been able to use all six path techniques without the rinnegan, Nagato really couldn't.

Now with an additional Limbo would easily put Madara at the top
