It has been literally stated by Madara that despite of many years had passed since he insert Hashirama's DNA on him self he was only able ot unlock the Rinnegan shortly before his death.
On a way this is accurate because it was stated twice already by Madara. But I honestly think that NB is misinterpreting the words. Madara is old, as old as none shinobi apart maybe from Kakuzo and possibly Hidan might have been. He survived Hashirama and all his Kinsmen, from Konoha and the Uchiha clan. His life time spanned much longer than the time of his life (his time).
For Madara it might have looked like he only obtained the Rinnegan at the brink of death. But that's because he obtained it extremely old, possibly his life span had already been enhanced by Hashirama's DNa long before he awaken his Rinnegan. That doesn't mean he did not aged and in fact the Madara we see in Obito's history is a very, very old man on life support.
To a man that lived this long, Rinnegan came at the end of his life. All his enemies were dead and so were all the people that once were close to him. To Madara the eyes of the sage came too late when he was old and could not use them. That does not mean that for some one who hasn't lived as long as Madara this gap of time (from Rinnegan unlocking to death) could be classified as brief.
When analysing the chronological evolution of the events we reach the conclusion that several years might have passed, maybe even decades since Madara unlocked the Rinnegan until he died.
There was time to unlock the Rinnegan, learn how to use it and it's secrets, summoning the Gedo Mazo. This outh to have taken time.
There was time to give the eyes to a very young Nagato during the second great Ninja War, and this was a very old Madara, here Hashirama and Tobirama were long gone and Sarutobi was already in his 40/50's.
There was time for Nagato to be trained by Jiraya, for Jiraya to return to the village, for Jiraya to undertake a 12/13 year old Minato to train him, for Orochimaru to become a rogue Ninja.
There was time for Minato to grow up, become a strong Ninja and pick up a group of three students (we don't even know if Obito, Rin and Kakashi were his first students) train them, time enough for them to become junins. And then the war and Madara found Obito.
You can see a huge time gap maybe 20 to 25 years between unlocking and death.
Maybe this was to huge of a thread for such a small detail, but it goes to show how words from characters can not be taken literally. Their meaning varies from grade of knowledge, perspective and intent. And we should analyse each set of information wisely before we jump into arguments waving "character words" like they are dogmas.
