Once they penetrate you I seperate your limbs so that you cant move nor do any jutsus as the water crashes on you hard.*

Also the moving dust will get into peoples eyes and cause blindness even if they move out of the storm. The user can also manipulate the storm a bit so that it does not harm allies or the user
