Specifically Kaguya. The juubi's chakra that the sage split into the bijuu is the left over chakra that hagoromo didn't pass out during ninshu.

I laugh at some people here. Let's see some things:
-Sasuke's PS with some pieces of the bijuu's chakra: PS + SOME TBB chakra
-JJ Madara's PS: PS powered by Rinnegan's Rikudo Chakra + Juubi Chakra(all acess to it) + Nature Energy and Sage Mode
Do the math JJ Madara's PS > Sasuke bijuu PS. It's only logical to be this way. How many times I have to say that Madara has the freaking Juubi! Look what mere pieces of the bijuu chakra did to Sasuke's PS. Imagine Madara's power since he is a JJ and has all the bijuu chakra + natural energy. Do not underestimate the Juubi.
