Madara's PS could fly

Does anyone disagree? It's obviously not a unique trait to sasuke and Madara's had wings too. He just didn't need the ability to fly against the kage.

Madara's ps didn't have wings and could not fly. It has two sets of arms, but no wings. No Wings.

Madara's PS had two sets of arms, four arms in total. One of the arms held the sheath of his blade while the other three were most likely used for attacks.

I think all PS have wings/4 arms. It probably just depends on the user on how he wants to adapt it for certain situations.
