Madara's Perfect Susanoo >= Bijuu?

Madara said his PS was as powerful as a Tailed Beast and yet Karin who is a sensor type said that Raikage's power level is that of a Bijuu's and yet Raikage wasn't able to do anything against PS, so is it safe to say that Madara's Perfect Susanoo is stronger than some Bijuus but not necessarily Hachibi or Kyuubi?

PS could take the Hachibi and Kurama because they lack combat skills. This doesn't include BM Naruto because Naruto applies his battle skills to his tailed beast mode.

Knowing Madara, if it was stronger he'd let us know about it. Although I do believe it's stronger than the low numbered tails.

I dunno, I mean, Kurama believed that their strength is directly correlated to the number of tails a Bijuu has, and from what we've seen Kurama seems to be the most powerful of the Bijuus, but Shukaku doesn't believe this that's why he hates Kurama, hmmm.... so Shukaku is right or does he have tail envy?

a sword slash from PS has biju-level power. thats all madara meant. he isnt saying that his PS is only as strong as shukaku, matabi, isobu, son goku etc.
