My position holds: With Madara alive, now he can become Jinchuuriki. His original plan was Infinite Tsukiyomi, and he can't fulfill it without the beasts. As far as we know, a human needs to be alive to be able to transform itself into a Jinchuuriki. And the Jinchuuriki of the ten tails is the only one who can have complete control over the ten tailed beast.
There have been a lot of chapter explaining the whole scheme, so telling that Madara is more powerful right at this moment is 'false' until he becomes the new Ten Tails Jinchuuriki.
Now, Naruto is not DBZ, so putting all the logic of power based purely on strength and features is a very narrow-minded way to define how strong is Madara. We must explore other paradigms, consider some variables such as will power, context, adrenaline, fear to death, and so on... everything must be correctly linked in order to be able to determine what are the true extents of his powers.
During all the war, Madara was just hanging around like nothing was happening. He even stopped fighting against the Gokage, he was not motivated... there was something he needed to unleash everything he got: Now he can feel the fear to lose one of the things he values most: Life.
Madara is a warrior, a bloodlust warrior, a true shinobi in all senses, an incredibly well developed character, a very understimated one that fell into the category of "epic in the battlefield".
Proof of my words are... the Meteors he summoned, and the Perfect Susano'o. Both techniques are incredibly risky, he could use as much times as he liked, but he used each technique only once. If he just started to spam these jutsus, the battle would be over, and that would be against his personality... it would flatly ruin his character. Now as a live being, he couldn't use these techniques without losing tremendous quantities of chakra. But in exchange, he will go all-out against the shinobi he fights... he even referred to his skull breaking/blood dancing.
