He does have a good motive, to create a world of peace under his Genjutsu.
The other villages just dont agree with his idea because it would be fake world peace.
I think Madara has created world peace just like how Dr.Manhattan did on The Watchmen by making all the countries join together in order to defeat him which is bringing forth world peace even if only momentary.
I think thats what Madara is doing even if he doesn't know it himself.
Hmm I don't think Madara's ultimate goal is actually world piece. While we can consider Madara very truthful, he lies in spots that are most advantageous to him. Remember, he told Sasuke that he did not cause the Kyubi's attack on Konoha, instead he went with the story that it was a natural disaster. That was the only lie he told Sasuke and he did so because he needed Sasuke to have less reason to distrust him. Remember Sasuke tried to get info out of Itachi in regard to Madara because he was going to go after him after killing Itachi. Although Madara knew he could change Sasuke's mind, he had to give himself the best chance possible to succeed.
The same goes for the 4th Great Ninja War. Yes, I believe everything he said was true but he didn't actually intend for his final goal to be 'world peace'. I think he just realized that that would be a good cover for his plan considering he could control the world. He knew that the war would be costly to him to say the least so avoiding it would have been the best possible situation. I think he believed there was a slight chance that this reverse argument would work, giving him access to the Kyubi and Hachibi without a fight. Telling the truth like that gave himself staying power considering he did some much to reach that point, he knew it would shock the nations and show them his power. Again, I don't think the whole plan itself was a cover for another plan, I simply think he accentuated the one part of it that may be interpreted as a good thing.
It seems very possible that he used this same argument on Nagato. Perhaps he convinced nagato that this was his ultimate goal thus leading Nagato to his ultimate view of peace. Maybe after Nagato came up with his unique plan for peace, Madara convinced him that he also believed in his view of peace thus accounting for Nagato's belief in Madara, his obedience to him and his total belief in his own view of peace.
