I think this isnt a scroll, I think it is merely a mouthpiece of the Gedo. It is a play on "See no evil, hear no evil, speak no evil" Its eyes are blinded, its ears covered, and mouth shut.

Never thought about it that way I always thought of it as a seal to keep the Gedo in control or something.

I don't think that's a scroll. It looks more like some sort of control for the gedo's mouth.

This might be true indeed. It has chains on the scroll or mouthcontrol thing it seems.
Another option is that it is both a scroll and a mouthcontrol .
