Madara doesn't represent a whole generation. Sasuke will probably surpass Madara, at least when he was alive. The Five Kages aren't the strongest ninjas of this current generation anyway, Naruto and Sasuke are stronger. I do see what you are saying though and it is slightly hypocritical of Kishi to say that and then show that.

Sasuke is not exceptionally gifted like the ones you mentioned.

The only thing that made him as strong as he is now is thanks to his brother. Otherwise he would just be above average.
