The Juubi is influencing people into reviving it.
When you try to collect the powers that belong to juubi, when you come in contact with them and when you gain in hatred(or other negative emotions), than you will become just one of the juubi's puppets.
With the juubi his influence, imagine something like kotoamatsukami in style (unnoticed) + it is done through his own powers (mokuton, eyes and his shell with the black rods).

Lets take a look at a few that are already fukked by juubi xd.

Madara Hashi DNA + used the Gedo mazo as a catalist for it +. plugged himself on lifesupport.
Nagato with Rinnegan and plugged himself on the black rods (who are juubi his will).
Obito, Hashi dna suit, made through Gedo mazo, MS and hey look

Well it shows a deep connection for sure.
Whoever gets pierced by those rods loses control.

That is possible.
For example when consumed by to much negative emotions, naruto went berserk and kurama (still evil back than) took control of him. Several jincs couldnt handle their bijou and went berserk.

However, when you reach a certain state of peace and love as a jinc, than you will not be subject to being controlled.
As you can see now, bee and naruto have changed themselfs and their bijou.

They are actually, Naruto just managed to erase the Kyuubi's hatred and be friend with it.
