madara would have to be the juubi jin to have creations of all things. nagato didnt have it and obito didnt get it until after he became the juubi jin.

Hashirama's "living clone" (AKA a zetsu) is a non-sentient clone of Hashirama Senju created by Madara Uchiha in order to harvest his unique Wood Release kekkei genkai. It is located in the underground section of the Mountains' Graveyard. It was grown using the Demonic Statue of the Outer Path's power as a catalyst.
When Madara was on the verge of death, he infused a part of his will into White Zetsu, which created the second personality, Black Zetsu. This in turn made the complete Zetsu partially a clone of Madara, albeit weaker.
