Does Kishi have to write in "Madara has died" for it to be confirmed? Hagoromo stated Madara was dying. If he was planning to use Izanagi, Sasuke would have been able to see him building chakra in his eye, Hagoromo would have been able to see it, and Tobirama would have been able to sense it.
