Meaning he does has amaterasu and tsukyomi
Tobi uses his six paths of pain in the same way as nagato but with more chakra
madara does not have six paths of pain so he use all his power in one body

Tobi got the five treasure (shown he took'em in the manga)
The tools are passed down from the 7 tails Jin. to the 3 tail's jin
7 tails jin-deva path
6 tails jin- preta path
5 tails jin- animal path
4 tails jin-human path
3 tails jin-outer path
2 tails jin-naraka path and asura path
No Gedo Mazo this battle
Madara with amaterasu,tsukyomi,susano'o,rinnegan but all his abilities is in one body
Tobi using the six paths of pain,and his sharingan jutsu shown (genjutsu) and s/t ninjutsu

Well you did ask for an opinion so this is mine, you didn't even have to make it even, Madara has shown nothing that hasn't been shown by Nagato or the MS users (Susano) and he even got almost taken out by gaara and Naruto. Tobi has S/T which makes him hax has S H I T and add to the 6 paths of ability. Plus you do forget that Tobi has 3 of the 6 paths in one body so his the closest thing to the sage of 6 paths at this point.
