Izuna isn't a weakling because he was said to be on par with MS Madara, who is a high kage level shinobi. Tobrimama being stronger than them puts him at high kage level and Madara without susanoo is basically 3 tomoe Madara who can't stand up to high kage tiers such as Tobirama.

Madara without susanoo is basically 3 tomoe Madara who can't stand up to high kage tiers such as Tobirama.

madara without susano still has mokuton, giant katons, kenjutsu equal to hashi's, genjutsu (which works when he forces tobirama to look at him while hes locked in wood bindings), vastly more experience, and knowledge of all of tobi's moves

If Madara did not have susano'o or Kyuubi, Tobirama can win this with Med Difficulty

even without that, he still wins. flower tree world makes him sleep, army of mokubunshins overwhelm him or wood dragon crushes his lungs. take your pick
