Maybe Deidara, Kakuzu, Sasori and maybe, just maybe Konan.....

Fire jutsus are countered by sasori with his water or fire cannons...... not counting his 100 puppets.

then we have Susanoo which I doubt Madara could concentrate on so many targets at the same time. aka deidara's animated bombs, kakuzu's hearts, sasori's puppets.
