This is Madara vs 4th Kazkage, 3rd Raikage, 2nd Mizukage, and 2nd Tshuchikage (Muu)

Also, this is what I consider "casual" Madara. So I'm goin to restrict his more serious attacks

Restrictions: Meteor, Perfect Susano'O, Wood Dragon, Flowering World, Uchiha's Return

What does he do about Whispy Whiskers Clam? He is not a sensory?
He does not have attacks that can hurt the Third Raikage.
Muu would obliterate him with Particle Style if the other Kage distracted Madara.
4th Kazekage is definatly the weakest one here, but would be a support type Kage with his sand.
