Now I know that Itachi's speed stat is a 5, but since Madara is like the strongest uchiha in history, is he aster than Itachi?

Madara is faster do to him having enough time to react at the Railkage's full speed....dodging Garra's Sand isn't all impressive since Sasuke did it at the at the final Chunin Exams.
