-Naruto not being there (until he got Sage Mode).
-Team Might Guy being outside of Konoha for a while.

Would Madara clear Konoha?

konoha doesnt have hundreds of ninja, they have like 80 or so and the rest are regular people, and i there wasnt any ninja who could have taken out pein and he had only one power per body and was separated, much less madara, who has uchiha techs, susanoo, rinnegan, meteors, summon fox, ems and who knows what else

that was nothing, so I don't see why she cant do the same to a meteor

Guys, Madara can summon the fox, he tried to against the Muu and Gaara. In this scenario I am giving him the Yin Fox, which is 50% of the original Kyubi. Also, he is in Edo form meaning he can spam jutsu like crazy without getting tired.
