Madara true Enemy is Tobirama not Hashirama

They is naturally friend but clan clash system prohibit them to be like that. Hashirama and Madara case is very far different compare to Naruto and Sasuke. Naruto is weak while Hashirama is prodigy, hashirama is clumsy but the strongest in his clan or most unique in his clan. Tobirama is the one hate Madara and Izuna the most while Hashirama seeking for chance to greet a peace. Tobirama kill Izuna and planned to defeat Madara too. Madara probably equally strong as Tobirama while of course the is no doubt Hashirama is stronger than both of them. Madara try everything to defeat Hashirama even in his strongest form of EMS, Kyubi and PS but easily failed. Tobirama is the one hate Uchiha while Hashirama dont.

Hashirama>Madara/Tobirama

incarnate Madara with Rinnegan shown to be stronger than Tobirama, but maybe during old time Tobirama and Madara can be equal.

Prime Tobirama is probably stronger than MS Madara was, but the Tobirama that existed
while Madara still only had MS is also weaker so....

Anyways, it goes like SM Hashirama = EMS Madara + Kyuubi > EMS Madara > Prime Tobirama >
MS Madara >=MS Izuna = Tobirama.
