The uchiha and the senju's rivalry brought all problems afterwards, tobirama killed izuna not because he wanted or anything like that but as part of his clan's duty and his own defensive, tobirama was as loyal as izuna was to the uchiha, so he's not to blame. Hashirama was a very positive person trying to find a solution to the near impossible and he was a very honest person, he went as far as willing to sacrifice himself. Madara, madara was the ugly duck, he was consumed by depression not hashirama, all he wanted at the end was to be accepted not by hashirama but the village as a whole, instead his own clan ignored him, he had no one else to talk to, only hashirama, also tobirama killed his brother so madara could not live in that place next to him next to someone who murdered off the only part of his family left.

There was nothing that could be done.

Another way of putting things is this one: Hashi was willing to sacrifice himself to peace and to make up for Izuna's death, but that wasn't enough. Tobirama would still not trust Madara, and Madara would still not trust Tobirama and neither is entirely wrong. Generally speaking, a single one altruistic dreamer (Hashirama) cannot erase the pain caused by war with one or two actions no matter how noble they are.

The blame rests entirely on someone else... the Daimyo. Here I said it. The Daimyo are to blame.
